In 1994, the United States of America, along with the United Kingdom and the Russian Federation, signed the Budapest Memorandum with Ukraine. In return for giving up one of the largest nuclear arsenals in the world, the three nations agreed to provide Ukraine with official assurances of security, sovereignty, and the inviolability of Ukraine’s borders. They pledged not to threaten or use force against Ukraine.
20 years later, Russia illegally annexed Crimea and forcibly occupied territory in the Donbas region of Ukraine. In February 2022, Russia launched a full-scale invasion of Ukraine.
Ukraine kept its word.
Russia broke its word.
