Hospital district signals intent to have fall ballot question

At its meeting on Tuesday, June 23, the Upper San Juan Health Service District (USJHSD) Board of Directors — which oversees Pagosa Springs Medical Center (PSMC) — signaled its intent to place a question on the November ballot.

That signal came through the unanimous approved of a resolution to notify the county clerks of Archuleta, Mineral and Hinsdale counties of the district’s intent to participate in the Nov. 3 coordinated election.

PSMC Chief Administrative Officer Ann Bruzzese explained to the board prior to the vote that the board’s approval of the resolution is a situation caused by timing, with the board’s next meeting set for July 28 and the deadline to signal intent to participate to the county clerks being July 24.

Bruzzese also explained that the board will hear a presentation on the Colorado Taxpayer’s Bill of Rights (TABOR) for the third time in July and then make a board decision on whether or not to put a question on the ballot relating to continuing the district’s TABOR waiver to continue to allow the district to collect revenues above TABOR limits.

The TABOR waiver is also commonly called de-Brucing, named after TABOR author and proponent Douglas Bruce.

Bruzzese noted that if the board opts to not place a question on the ballot, the district can cancel its participation.

The resolution was approved unanimously.
