INVITATION TO BID

Separate sealed BIDS for the 8th Street Sidewalk Project (West Side, S. San Juan Alley to Hwy. 160) will be received by the Town of Pagosa Springs at the office of Davis Engineering Service, Inc. located at 188 South 8th Street, P.O. Box 1208, Pagosa Springs, Colorado 81147, until 2:00 P.M. local time on July 25, 2013, and then at said office publicly opened and read aloud.

The project primarily consists of the addition of sidewalk and associated curb and gutter, driveway aprons, and access ramps for approximately 300 linear feet along South 8th Street on the west side between the South San Juan Alley and U.S. Highway 160. The project includes excavation and removal of existing materials, grading and preparation of subgrade, placement of aggregate base course, construction of concrete curbs, gutters, and sidewalks, landscaping modification and repair, and some asphalt patching. The majority of the work is adjacent to the Ruby Sisson Memorial Library.

Copies of the CONTRACT DOCUMENTS and PLANS may be obtained on or after July 8, 2013, at the office of Davis Engineering Service, Inc. located at the address mentioned above, upon payment of $50.00 for each set. No refund will be made for returned copies.

The Town of Pagosa Springs has a local preference policy which will be enforced in awarding this project, as indicated in the Information to Bidders within the Contract Documents.

A mandatory pre-bid conference and inspection trip for prospective Bidders will be held at the office of Davis Engineering Service, Inc. (phone number (970) 264-5055), located at the address mentioned above, at 2:00 P.M. local time on July 16, 2013.

Notice of Public Hearing

Board of County Commissioners

Archuleta County, Colorado

PUBLIC NOTICE IS HEREBY GIVEN pursuant to CRS 30-28-116 that the Board of County Commissioners of Archuleta County, Colorado, will hold a public hearing to consider revisions to the Archuleta County Land Use Regulations. These proposed changes are to Sections of the Land Use Regulations: 3 – Zoning, and 11 – Definitions. The language proposed to be adopted is available for review in the County Planning Department 264-1390 or online at www.archuletacounty.org.

The public hearing will be held on Tuesday, July 16, 2013 at 1:30 PM in the County Courthouse, Commissioner’s meeting room at 449 San Juan Blvd., Pagosa Springs, Colorado, at which time all interested parties will be heard.

Written comments may also be submitted to the Board of County Commissioners, P. O. Box 1507, Pagosa Springs, CO 81147, at or prior to said public hearing.

Notice for Publication

A variance from section 27.1.4.C of the Archuleta County Road and Bridge Design Standards regarding paving for a parking lot is proposed on Lot 29, Block 2 Aspen Springs Subdivision 2. The property address is 223 Flicker Lane, approximately 1/4 mile from the intersection of Buttercup Drive and Flicker Lane.

Comments regarding this proposal may be submitted to the Archuleta County Planning Department, P.O. MINERAL COUNTY DISASTER DECLARATION

RESOLUTION DECLARING LOCAL DISASTER

2013-10

WHEREAS, the Mineral County Sheriff has advised the Board of County Commissioners of Mineral County (“the Board”) of a disaster (as that term is defined in Part 21 of Article 32 of Title 24, C.R.S.) currently present in the area of Mineral County.

WHEREAS, the risk of wildfire is threatening the citizens and visitors of Mineral County; and

WHEREAS, the cost and magnitude of responding to and recovery from the impact of this event is far in excess of the County’s available resources and all available resources are being utilized or have been expended; and

WHEREAS, an imminent threat exists to citizens of Mineral County and its visitors, due to fire and smoke; and

WHEREAS, an imminent threat exists to the communities within Mineral County; and

WHEREAS, approximately 1000 structures could be impacted; and

WHEREAS, the West Fork Fire, the Windy Point Fire, and the Papoose Fire (the West Fork Complex) has disrupted traffic and posed an imminent threat to the safety of motorists on U.S. Highway 160 and Hwy 149 within Mineral County; and

WHEREAS, the Mineral County Sheriff has recommended that the Board declare a local disaster; and,

WHEREAS, it would be appropriate and in the interests of the public health and safety, and would further protect property, for the Board to implement said recommendation; and

NOW THEREFORE, BE IT RESOLVED THAT:

1. That the Board hereby declares that there is a local disaster in the area of Mineral County generally county-wide: to wit, the occurrence or imminent threat of widespread or severe damage, injury or loss of life or property resulting from the West Fork Fire Complex, a wild-land fire requiring emergency action to avert danger or damage.

2. The effect of this declaration of disaster shall be to activate the response and recovery aspects of any and all applicable local and inter-jurisdictional disaster emergency plans and to authorize the furnishing of aid and assistance under such plans.

BE IT FURTHER RESOLVED that the principal executive officers of the City of Creede in Mineral County affected by said disaster are proclaiming similar declarations and to cooperate with Mineral County as necessary to cope with this incident.

BE IT FURTHER RESOLVED that this resolution shall be effective upon the date and time given below, and shall remain in effect for a period not to exceed seven days thereafter except by or with the consent of a majority of the members of the Board. True copies will be filed promptly with the Colorado Office of Emergency Management and the Mineral County Clerk and Recorder, and shall be promptly distributed to the appropriate representatives of the news media.
