Wolf Creek Spruce Salvage and Deep Canyon

Fuels Reduction

San Juan National Forest, Pagosa Ranger District

Mineral and Archuleta Counties, Colorado

The Pagosa Ranger District is preparing Decision Memos for two projects: the Wolf Creek Spruce Salvage project (T37N, R1E, Section 1; T37N, R2E, Section 6; T38N, R1E, Section 36) and Deep Canyon Fuels Reduction project (T34N, R4W, Sections 5&6; T34NU, R4W, Sections 21, 27-30, 32; & T34NU, R5W, Section 36). The Wolf Creek Spruce Salvage project proposes to salvage dead spruce on up to 180 acres in the Wolf Creek Pass area. The Deep Canyon project proposes mastication, post and pole removal, and/or hand thinning on approximately 286 acres in the Cabezon Canyon and Lower Piedra Campground areas. Descriptions of the proposed projects and other information regarding these actions are available for review at the Pagosa Ranger District Office at 180 Pagosa Street in Pagosa Springs, Colorado. How to Comment and Timeframe

This comment period is intended to provide those interested in or affected by this proposal an opportunity to make their concerns known before the Responsible Official makes a decision. Written, facsimile, hand-delivered, oral, and electronic comments concerning these actions will be accepted for 30 calendar days following the publication of this notice on March 6, 2014. The publication date of this notice is the exclusive means for calculating this comment period.

To be eligible to appeal the subsequent decision on these projects, an individual or group must provide comment or otherwise express interest in the proposed actions during this comment period pursuant to 36 CFR part 215 regulations. Those individuals and organizations wishing to be eligible for appeal must provide the information as stated in 36 CFR 215.6 (3). Regulations prohibit extending the length of the comment period.

Written comments must be submitted to: District Ranger, PO Box 310, Pagosa Springs, CO 81147, or hand-delivered to the Pagosa District Office at 180 Pagosa Street in Pagosa Springs, Colorado between 8:00 am – 4:30 pm, Monday through Friday, excluding holidays. Comments may also be faxed to: Attn: Sara Brinton, fax number 970-264-1538. Electronic comments must be submitted in a format such as an email message, plain text (.txt), rich text format (.rtf), and Word (.doc) to comments-rocky-mountain-san-juan-pagosa@fs.fed.us. In cases where no identifiable name is attached to an electronic message, a verification of identity will be required for appeal eligibility. A scanned signature is one way to provide verification. For electronically mailed comments the sender should normally receive an automated acknowledgement from the agency as a confirmation of receipt. If the sender does not receive an automated acknowledgement receipt of comments, it is the senders responsibility to insure timely receipt by other means (36 C.F.R. 215.6 (4) (iii)). Oral comments must be provided in person at the Pagosa District office during normal business hours (see above), or via telephone 970-264-2268. Comments received in response to this solicitation, including names and addresses of those who comment will be considered part of the public record on this proposed action and will be available for public inspection. Comments submitted anonymously will be accepted and considered; however, those who only submit anonymous comments will not have standing to appeal the subsequent decision under 36 CFR Part 215.14. Archuleta School District 50 Joint has issued an RFP for Architectural and Engineering Services for the proposed School Based Health Center. The RFP packet may be obtained at www.mypagosaschools.com under the Community tab or at the Administration Office. A non-mandatory walk-through will be conducted on Wednesday, March 12, 2014 at the School District Administration Office, located at 309 Lewis Street. Proposals must be submitted by 3:00 pm Friday, March 21, 2014.

PUBLIC NOTICE

The Town of Pagosa Springs Planning Commission and Town Council will hold public hearings to consider a decision on an application requesting to rezone 402 San Juan Street, also known as the Chamber of Commerce, from “Open Space” (OS) zoning to Mixed Use Town Center (MU-TC) zoning, to allow the operation of a commercial business. The Planning Commission public hearing is scheduled on Tuesday, March 25, 2014 at 5:30pm. The Town Council public hearing is scheduled on Tuesday, April 1, 2014 at 5pm. Both public Hearings will be conducted in Town Hall located at 551 Hot Springs Boulevard. Anyone wishing to comment should provide written comments 8 days prior to each scheduled public hearing, contact the Town Planning Department or attend the public hearing(s) and be heard.

County’s 2014 Magnesium Chloride Application

Starts April 28th

Archuleta County Road and Bridge Crews will start the 2014 Magnesium Chloride (Mag) application April 28th, weather permitting. The application process will begin in the Arboles area starting on C.R. 973 and will end on C.R. 382 in the Chromo area. Approximately 100 miles of County Roads will receive a Mag application. Depending on the application rate crews can complete 5 to 7 miles of road and apply 25 to 30 thousand gallons per day. Generally a crew consists of 4 motorgraders, 5 to 6 water trucks, and 2 flagmen. The Mag supplier provides 2 to 3 transport trucks and the distributor truck.

County crews start to prepare the road by applying an ample amount of water, motorgraders then begin to cut the surface of the road making a windrow of gravel, the windrow of gravel is then spread back across the road surface (5 to 8 loads of water will be used during this process depending on the amount of moisture in the road and the quality of the gravel). At this point the roadway is ready to receive the application of Mag. With the anticipated amount of Mag to be applied this year, it should take the crew around 5 weeks to complete all work.

Due to decreasing budgets the County will only be doing one application of Mag this year. The roads selected to receive Mag in 2014 are roads with 200 ADT or more. A list of roads to receive a Mag application in 2014 is available on the County’s web site.

For those roads the County will not be applying Mag, residents may pay for the material cost and the County will perform all necessary work efforts to apply the Mag. This years cost of the product for one mile of road is approximately $2,900.00. If residents have any questions on purchasing Mag for their road they can contact Yari Davis @ 264-5660. Deadline for residents to purchase Mag for the 2014 application is April 17th.
