FIRST READING

The first reading of Ordinance No. 810 (Series 2014) was completed at the Pagosa Springs Town Council Meeting held on April 1, 2014 at 5:00 p.m. in the Council Chambers at Town Hall. ORDINANCE 810, AN ORDINANCE OF THE TOWN OF PAGOSA SPRINGS AMENDING THE OFFICIAL ZONING MAP REGARDING PROPERTY KNOWN AS 402 SAN JUAN STREET. Violation of this Ordinance is subject to enforcement and punishment pursuant to Article 3, Chapter 1 of the Pagosa Springs Municipal Code, including Section 1.3.3. providing for a fine not to exceed $1,000, or incarceration for not to exceed 1 year, or both. The full text of the ordinance, including any amendments, is available for public inspection at the office of the Town Clerk at Town Hall.

SECOND READING

The second reading of Ordinance No. 807 (Series 2014) was completed at the Pagosa Springs Town Council Meeting held on April 1, 2014 at 5:00 p.m. in the Council Chambers at Town Hall. ORDINANCE 807, AN ORDINANCE OF THE TOWN OF PAGOSA SPRINGS APPROVING AN INTERGOVERNMENTAL AGREEMENT FOR THE FORMATION OF THE PAGOSA AREA GEOTHERMAL WATER AND POWER AUTHORITY. The ordinance went into effect April 1, 2014 and the full text of the ordinance, including any amendments, is available for public inspection at the office of the Town Clerk at Town Hall.

Invitation for Bid:  2014 Airport Crack Seal

Notice is hereby given that Archuleta County will accept sealed bids from qualified contractors for sealing cracks on the airport Runway 01/19, Taxiway A and Connectors A1, A2, A3 and B1.  Bidders shall submit the original and two (2) copies of a sealed bid for crack sealing work to the Contracts and Procurement Officer at the address below no later than 2:00 pm, April 17, 2014.  UPS, Fed-Ex or hand delivered bids should be addressed to:

The submittal envelope should be clearly marked: “2014 Airport Crack Seal Bid”.  Proposals may NOT be delivered by fax, email, or regular mail.  Any proposal delivered by fax, email or regular mail will be immediately disqualified.  As soon as practical after the bid closing time, all bids shall be opened in public and read aloud.  Bids received after the closing time shall be returned unopened to the bidder.

Bid specifications are available from the Archuleta County Finance Department, 449 San Juan Street, Pagosa Springs, CO 81147.  Please submit all questions regarding this bid in writing to Kate Alfred, Airport Director at E-mail:  kalfred@archuletacounty.org<mailto:kalfred@archuletacounty.org>.  Answers to all questions, inquiries, or requests for additional information will be issued in the form of Addenda.  Questions must be received no later than the close of business 7 days prior to the Bid Opening. The County will not be responsible for the authenticity or correctness of oral interpretations of the contract documents or for information obtained in any other manner than through the media of addenda.  Bidders in their bids shall acknowledge receipt of each Addendum, and each Addendum shall be considered a part of the contract documents.  Failure to acknowledge receipt of an Addendum issued may invalidate a bid as incomplete.  In order to receive any Addendum issued, Bidders must first register as Bid-Holders with the Contracts & Procurement Officer, Larry Walton at E-mail:  lwalton@archuletacounty.org<mailto:lwalton@archuletacounty.org>.

The bid shall be awarded by the Board of County Commissioners.  It is the Bidders’ responsibility to verify the exact date of the award.  Bidders may, but shall not be required to, attend the award of bid.  A bid tab shall be forwarded to all Bidders as soon as practicable thereafter.  The Archuleta County Board of County Commissioners reserves the right to reject any and all bids, to waive any informalities and minor irregularities in bids, and to accept the bid deemed, in the opinion of the Board, to be in the best interest of Archuleta County.  The County may reject bids from Bidders who have not previously performed crack sealing work on an airport runway, and/or if the County is not satisfied with the reference provided by the entity that authorized such work.

PLEASE BE ADVISED THAT – We, the People, will be holding an election for the reinstatement of the Common Law Grand Jury here in Archuleta County, COLORADO. The meeting will be held at 3505 West HWY 160 in the Quality Inn Resort meeting room on Thursday April 17, 2014 at 6 PM. There will be a 35 minute Presentation starting at 6:00 PM and a vote by showing of hands will be at 6:35 PM. All participants will then be invited to register for the Common Law Grand Jury.
