As the Responsible Official, Forest Supervisor Mark Stiles signed a Decision Notice and Finding of No Significant Impact on September 5, 2012, approving the Laughlin Park Land Exchange, Final Environmental Assessment (EA).
This decision authorizes the exchange of two parcels of National Forest System lands (Oak Brush Hill and Dutton parcels) for two parcels of privately owned, non-Federal land (Laughlin Park and Spiler Canyon parcels). The selected alternative is Alternative 2, as described in the EA, with modifications.

Decision Subject to Appeal
This decision is subject to administrative review (appeal) pursuant to 36 Code of Federal Regulations (CFR) Part 215. To be eligible to appeal this decision, an individual or group must have provided a comment or otherwise expressed interest in this project during the formal comment period.
Appeals, including attachments, must be filed within 45 days following the publication of this notice in the Durango Herald. The publication date in the Durango Herald is the exclusive means for calculating the time to file an appeal. Those wishing to appeal this decision should not rely upon dates or timeframe information provided by any other source. Publication is expected on September 6, 2012.
Notices of Appeal must meet the content requirements of 36 CFR 215.14 or they will be dismissed. It is an appellant’s responsibility to provide sufficient activity-specific evidence and rationale focusing on the decision to show why the Deciding Officer’s decision should be reversed.

COLORADO’S TIMBER RIDGE METROPOLITAN DISTRICT
SERVICE PLAN
NOTICE IS HEREBY GIVEN that a service plan for the proposed Colorado’s Timber Ridge Metropolitan District was filed with the County Clerk and Recorder of Archuleta County, Colorado on July 31, 2012. Copies of the service plan are now on file and available for public inspection in the offices of the County Clerk and Recorder, the Board of County Commissioners and the County Assessor.
NOTICE IS FURTHER GIVEN that, by order of the Board of County Commissioners of Archuleta County, Colorado, a public hearing on said service plan is set for Thursday, September 20, 2012 at 9:00 a.m. in the Archuleta County Commissioners’ Meeting Room, Archuleta County Courthouse, 449 San Juan Street, Pagosa Springs, Colorado.
The purpose of the public hearing will be to consider the adequacy of the proposed service plan and to provide the petitioners and interested parties with the opportunity to present evidence, either orally or in writing, as to the reasonableness of the proposed service plan, which evidence shall form a basis for the adoption of a Board of County Commissioners Resolution approving, conditionally approving, or disapproving the service plan.
