Town to hold public meeting on land use code, zoning map, user’s manual

The Town of Pagosa Springs has released a draft of a revised Land Use and Development Code, Official Zoning Map and User’s Manual for public review.

If adopted, these regulations could affect the use of all properties located within town boundaries.

Proposed changes include replacement of all existing zone districts with new zone districts, changes to uses by right, conditional uses and other use opportunities associated with each zone district.

Additional revisions include modifications to the following articles that comprise the draft Land Use and Development Code:

• Article 1 — General Provisions.

• Article 2 — Administration.

• Article 3 — Zoning Districts.

• Article 4 — Use Regulations.

• Article 5 — Dimensional Requirements.

• Article 6 — Development and Design Standards.

• Article 7 — Subdivision Design and Improvement Standards.

• Article 8 — Historic Preservation.

• Article 9 — Non-Conformities.

• Article 10 — Impact Fees.

• Article 11 — Annexation.

• Article 12 — Definitions.

Note that any “alternative mapping requests” based on the proposed zoning map need to be submitted to the Town Planning Department no later than Dec. 5 to receive consideration. Forms are available via the Town’s Web site or directly from the Town Planning Department, located at 551 Hot Springs Blvd.

Any interested person may attend and provide comments or written statements for consideration by Town Council and the planning commission at noon on Dec. 5, in Town Hall Council Chambers.

A hearing will be held by the planning commission at 5 p.m. Dec. 15, to consider alternative mapping requests of the proposed Official Zoning Map and recommendations to the town council regarding proposed adoption of the new Land Use Code, Official Zoning Map and User’s Manual.

A 5 p.m. hearing on Jan. 6 conducted by the town council will consider appeals of the proposed code, map and manual.

Town council will meet Jan. 15 (or at the next regularly scheduled meeting) to consider alternative mapping requests of the map and a second reading of adopting ordinances of the new code, map and manual.

All hearings are open to the public and anyone may attend and provide comments or written statements.
